CHAPTER 3
Identification, Assessment and Planning for Progress
Identification of those with Special Educational Needs (SEN)
The Education Act (1996) defined children as having special educational needs if they had a learning difficulty significantly greater than the majority of those of the same age. The Code of Practice (DfES 2001b) further clarified this to say that only those children for whom it was necessary to take some additional or different action to enable the pupil to learn more effectively, should be considered to have special educational needs. Two of the main duties of the SENCo, as stated in the Code of Practice (DfES 2001b), are to:
- oversee the records of all children with SEN
- coordinate the provision for children with SEN.
