In the commercial realm, budgets are one of the hardest documents to pry out of producers’ hands. This isn’t just because they know that the agents of Natalie Portman, Kevin Hart and the like wouldn’t appreciate the public learning what their clients did or did not get paid. They also don’t want word getting back to the equipment rental house that they have budgeted x amount for a dolly, nor do they want to set off squabbles between the cinematographer and the production designer because the camera department is budgeted at one level and the art department at another.
