Discussion

In this chapter, three remaining issues will be discussed. The first one (in Section 6.1) concerns the way in which the network operation is paid for. There is especially concern among some stakeholders that the tariff mechanism will be a barrier against the introduction of the smart grid. We will not go into that discussion itself but will only present some relations between tariff regulation and investments decisions by network operators. Section 6.2 addresses the shift of reserves from the network to the consumers by comparing a number of investment alternatives in a network with a limited secure transport capacity to a small town.
