How to Measure the Strategic Maturity
of Your IT Organization
Now that you have read how strategic CIOs deliver services exception-
ally, learn about the business, focus on user experiences, and improve
the business skills of their IT personnel, implement initiatives that
improve margin, and leverage technology strategically to innovate
value, I’m sure you are asking yourself the following ve questions:
1. How strategic is my IT organization?
2. Is there a process I can use to measure the strategic maturity of my
IT organization?
3. How do I analyze the results?
4. What are the implications of the measurements?
5. What can I do to improve the maturity gap?
Well, you are in luck. is chapter will help you answer these ques-
tions. e following is a summary of the chapter objective, key mes-
sages, and templates used.
A. CHAPTER OBJECTIVE

Strategic IT Organization Transformation Phases
e strategic IT organization transformation phases (Figure 19.1)
represent the transformation path strategic CIOs follow to strategi-
cally leverage information and technology for competitive advantage.
In each of the previous four sections of the book, strategic CIOs
shared their insights, case examples, methodologies, and tools used in
their transformation journey to excel in each of the four transforma-
tion phases.
To help you answer the ve questions listed after the chapter open-
ing paragraph, I have developed an assessment instrument you can
use to assess the strategic maturity of your IT organization for each
of these transformation phases. e instrument is easy to use and is
an excellent beginning for you to determine the actions you need to
embark on to improve the strategic maturity of your IT organization.
2. A set of best practices for each transformational phase
will help you determine the degree to which your IT
organization delivers business value and how eciently
it delivers value.
3. You need to measure each of the four transformation
phases across two dimensions:
a. Business value
b. Eciency of delivery
4. Measuring the business value and eciency for each of
the four strategic IT transformation phases will deter-
mine the strategic maturity of your IT organization.
5. Understanding the strategic maturity of your IT orga-
nization for each transformation phase is a basis for
developing a plan to shore up gaps and improve the
value IT provides the business and the eciency of the
delivery of value.
C. TEMPLATES USED
1. Strategic IT maturity assessment template (Figure 19.2)
2. IT organization maturity dimensions (Figure 19.3)

Measuring the Strategic Maturity of Your IT Organization
e process of measuring the strategic maturity of your IT organiza-
tion is similar to the process used in Chapter 11, How to Measure and
Improve the Maturity of the Strategic IT Competencies and Skills
of Your IT Organization. e process includes an assessment instru-
ment you can use to measure the maturity of the IT competencies
and skills in your IT organization. e following is a quick refresher
of the process because we will use a similar framework in measuring
the strategic maturity of your IT organization. It may be benecial to
reread Chapter 11 if you desire.

Strategic IT Competencies and Skills of Your IT Organization
e instrument includes a set of best practices for the associ-
ated skills of each of the four competencies. For each best
practice, you assign a numerical value, 1 to 5, to reect how
well your organization performs against each of the best prac-
tices across two dimensions.
e rst dimension is skill knowledge. How knowledgeable is
your IT organization about the best practice associated with
