MOST NORMAL AMERICANS APPEAR quite willing to take part in nonmilitary multilateral efforts to make the world a more peaceful place rather than carry the burden alone. Forty percent of Americans think the country relies too much on its military strength to achieve foreign policy goals, compared to 10 percent who believe it relies too little on military strength.
