I. Product Verification
Why would a project manager need TQM tools for testing? We suggest that the project manager is the person ultimately responsible for the quality, cost, and delivery of the product. He does this, of course, by working with the team. Two of these three areas can be understood relatively immediately. You know the cost of the product once you know what it takes to make the product. Likewise when you deliver the product, you know the delivery date of the product. The product quality does not have such an immediately visible measure. It is possible though, to learn something about the product quality during the testing.
