This chapter is designed to give readers a sense of the political and trade interests, including legal and scientific considerations, that influenced the inclusion of intellectual property protection issues on the agenda of the Uruguay Round of multilateral trade negotiations resulting in the establishment of the World Trade Organization (WTO) and the adoption of a series of international legal instruments. Chief among them is the Agreement on Trade-related Aspects of Intellectual Property Rights (TRIPS), whose Article 27.3(b) is given special attention in this chapter.
