Now is a good time for thinking about the role of intellectual property rights (IPR) strategies in development. The Doha Ministerial Declaration recognizes that the new round of international trade negotiations will be, more fundamentally than any previous negotiation, a negotiation between developed and developing nations, and it reflects a move towards balance on issues such as technology transfer and access to medicines.
