CHAPTER ELEVENFinal Thoughts: An Invitation to Change

As an old Arabic saying goes, the only thing certain in this world is change. It is inevitable that the workforce, the economy, the nature of public problems, and the complexity of public service will continue to evolve in unexpected ways in the coming years. The challenges, or change imperative, that public service leaders will face are not predictable in subject matter, timing, or magnitude (as we discuss in Chapter 1). While we cannot know what the future holds, we can nevertheless prepare for the “certainty of uncertainty.”
