In July 1970, the Ligue française de l'enseignement(1) assembled in force at Bourges for its national congress. Its young school-age members and the permanent staff were arriving from all parts of France for four days.
How was this meeting to be organized? Should it be treated as an internal celebration for the association, a get-together of all the regional federations for secular education, or should there be innovation and expansion, with a bid to bring together the town and the supporters of the League?
