Even before the beginning, in the pre-dawn darkness, Tim Berners-Lee (1989) foresaw that “for an international hypertext to be worthwhile … many people would have to post information.” The idea was always that anyone should be able to publish, and everyone should be able to read: there would be no central control. It was understood that the information itself would be the right stuff: good, useful, and reliable, even if not always completely correct.
