3.16. Allow a Program Through Windows Firewall

If you have a program that requires access to the Internet, you can prevent Windows Firewall from blocking it by setting the program up as an exception.

Many programs require access to the Internet. For example, some programs have enhanced versions of their Help systems online at the developer's Web site, and to use this content the program must be able to connect to the Web site. Another common scenario is a program that checks online to see if an update is available and, if so, it downloads and installs that update.
