IIS 7.0 has five levels of administration: server, site, application, directory, and file. You can delegate different abilities at each level—generally speaking, you can delegate the ability to manage features at the server, site, application, and directory levels; you can delegate the ability to view and manage content at the site, application, directory, and file levels.
