Agency: A component of the government

Award fee plan: A plan developed and used by a government agency to administer the fee that a contractor receives (the award fee) above the base fee in a cost plus award fee contract.

Close at hand observation: Relevant (past performance) information in an agency’s possession notwithstanding whether it was actually submitted by an offeror (see GAO B-401679.4 et al., Shaw-Parsons Infrastructure Recovery Consultants, LLC, and Vanguard Recovery Assistance, Joint Venture, 2010).

Bidder: A party that submits a bid; a prospective seller. A party bidding on a prospective (government) contract.

Business unit: A sub-unit of a firm or company.
