Cat is a hybrid policymaker and designer, with over 10 years experience of working in Government including Cabinet Office and No.10 plus a post-graduate education in design. This allows her to seeking out innovative, new practice – for example speculative design and data visualization – and experimenting with how this could work in Government.

Cat works as part of the Policy Lab, a small unit in Cabinet Office which supports departments to try out new, innovative techniques to design policy solutions to tricky social problems. This includes leading multi-disciplinary teams of policymakers, ethnographers and data scientists to work with service providers and users to research, co-design and prototype new ideas.

She also works for the Government’s Data Science Partnership which promotes the use of new computer techniques and data to create insight which can improve policymaking and make Government more efficient. Her work focuses on creating an ethical framework which will give data scientists and policymakers the confidence to maximize their use of these new tools and techniques.

Previously Cat has been Head of Police Digitisation and Neighbourhood Policing, and worked in strategic roles in the Home Office, Cabinet Office and No.10.
