In 2001 leaders in the intelligence community realized that the lessons learned from the September 11, 2001, World Trade Center catastrophe created challenges for the development of future leaders. The lack of effective communication and coordination between agencies within the community that prevented identification and interdiction of the terrorists pointed to the need to develop new skill sets in intelligence officers.
