The journey from the reaction-driven to the results-driven level of maturity is not a straight line. Some jurisdictions are further ahead than others. Throwing out the old playbook and adopting lean management is not an easy path. Even if the state’s governor understands and embraces the principles, the legislature might refuse to appropriate necessary resources. Many states struggle to meet basic obligations. Employees, supervisors, and managers alike try to keep up with the firefighting. Yet lean activists see signs of hope. While no model is perfect, there is much to be learned from those who have made demonstrable progress.
