Imperatives of a Right-based Social Charter
On examining the question as to why despite all the commitments made in the past by India in the SAARC and other international contexts including various summit meetings, very little progress has been achieved in regard to the actual achievements of the targets set, one comes up to the inevitable conclusion that the absence of political will or, in other words, political honesty, is the main cause.
