For a long time, Web authors wanted to display many similar documents via their Web sites, offering common controls (in the form of hyperlinks or imagemaps) that quickly allowed the viewer to move through the pages.
Using the standard approach of individual Web pages, you would be forced to replicate these links or controls on every page. With the advent of the HTML Frames specification, however, it was possible to split the browser window to allow more than one Web page to appear at a time.
