The best universities place a big premium on leadership. Of the 70+ students I've sent to Harvard and Stanford, a reasonable chunk were head of their student government. Being elected head boy, head girl, school captain, or the equivalent role is an immediate signal to the university that you have strong support from teachers, the headmaster, your peers, and likely have strong communication skills, time management skills, and an ability to relate to a wide variety of stakeholders.
