CHAPTER 13: THE PLAN PHASE
13.1 Purpose
The client should reach agreement before major expenditure starts on what is to be done and why it is being done, what quality is required, how long it will take and how much it will cost.
In summary, the purposes of the Plan phase are to:
•Identify the quality responsibilities and requirements of the end product (client’s quality expectations and acceptance criteria);
•Decide how to implement the selected option (project approach);
•Plan the Create phase;
•Agree the tolerance limits (see section 9.6);
•Divide the work into work packages;
•Appoint the project team;
