Not a Penny More— Budget-Constrained Planning

We don’t own the budget, but we are expected to develop it.

Our estimates become the budget for the project.

The budget is pre-set by the client—we just work to it.

We have a target budget, but the client always seems able to find additional money.

We only worry about capital expenditure and external ­resources; we don’t budget for internal resources.

We don’t use budgets!

These are a selection of remarks made to us when discussing planning with project managers. None is particularly healthy, displaying a lack of understanding of the purpose and role of a budget in a project by the project manager, the sponsor, and sometimes by both.
