Requirements for Design Review and Management of Change are addressed jointly in Section 8.5 of Z10.0. Although the subjects are interrelated, each has its own importance and uniqueness. Comments on Management of Change are made in Chapter 14. This chapter expands considerably on the design review requirements of Z10.0.
DESIGN AND 45001
But first, a review is provided of the references to design in 45001. There is no specifically designated section in 45001 titled design, or design requirements or design review. Under Hazard Identification—6.1.2.1—the standard says that management is to have in place processes to identify hazards arising from product and service design and from the design of the work areas. But that is all that is said about the design aspects of an occupational health and safety management system. As was said earlier in this book, 45001 is short on design aspects.
But in Annex A, those who were leaders in developing the standard show that they were aware of the importance of trying to avoid bringing hazards and risks into the workplace in the design process.
In Annex A, Provision A.6.1.2.1 is titled Hazard identification. Terminology following that caption is very close to the wording in the Prevention through Design standard, the designation for which is ANSI/ASSE Z590.3-2011 (R2016). This is an excerpt from A.6.1.2.1:
