The principle of metadata openness

For standards-based metadata to be enriched through socially-constructed metadata, it must be effectively linked to metadata that resides both internally and externally. However, this can only be achieved if metadata openness is embraced. The principle of metadata openness reduces the cost of metadata by avoiding duplication of effort. This facilitates sharing and reuse, thus further benefiting all stakeholders, by ensuring institutional transparency and improved user experience.
