The first step is to make sure you have a Microsoft developer account. It costs just $19 USD per year ($99 USD for company accounts). A developer account is not required, but it is certainly recommended. You will need a personal Microsoft account to associate with your developer account. It gives you access to the tools and services to submit apps and provide access to the Dev Center portal.
