"I do not rule Russia; ten thousand clerks do," Russia's Emperor Czar Nicholas said in 1825, frustrated over the lack of control he had over his country. He was a supreme autocrat, and he undoubtedly was referring to not only clerks stamping paperwork, but all of the people up and down his government bureaucracy. His inability to drive their behavior frustrated him, despite a pervasive network of secret police, censorship, and controls over all facets of public life.
