Not long ago, on a trip to Shenzhen, city that’s home to iPod manufacturing Huawei headquarters, and gleaming new skyscrapers on the Pearl River Delta, I logged on to the Internet. I soon noticed that many Web sites I visited featured two cartoon characters dressed in blue and black uniforms. At first I took them to be the mascots for Beijing’s 2008 Olympic games, Fuwa, a set of five dolls symbolizing friendship; but a closer look told me that the Disney-inspired characters were, in fact, police officers: a male officer named “Jing,” and a female officer named “Cha.” Added together, “Jing” and “Cha” make the Chinese word for police, “jingcha.” What are two cartoon police ...
