Most organizations have a stated strategy. It may be clear or not and it may, in hindsight, turn out to be the right or wrong strategy. It may not be published, but simply shared among colleagues informally. But no matter how you cut it, most organizations have one.

And organizations typically have a management methodology for project work. While the methodology may be simple or complex, designed to handle single or multiple projects, its primary focus is still on managing the work of projects themselves. So what is missing is the process to help organizations translate strategy into the right project selections and resource assignments, even before the process of managing projects begins.
