2.16.1 Introduction

Conditional Access (CA), as the term implies, is a mechanism by which television services can only be accessed on the provision that certain predetermined conditions have been met. CA is required wherever there is an open transmission of video or data content to a target set of receivers over an insecure broadcast channel. Using an insecure broadcast channel means that other receivers, in addition to the intended audience, could gain access to the transmission.
