Azure App Service 

Azure App Service is a PaaS service for building scalable web and mobile apps, and is able to interact with on-premises or on-cloud data. Platform as a service (PaaS) is a cloud computing model that delivers applications over the Internet. With Azure App Service you can deploy your application to the cloud, and you can quickly scale your application to handle high traffic loads, and manage traffic and application availability without interacting with the underlying infrastructure. This is the main difference between this and Azure VM, in which you can run a web application on the cloud, but in an Infrastructure as a Service (IaaS) environment (you control the infrastructure such as the OS, configuration, installed services, ...
