As the old saying goes, “Rome wasn’t built in a day!” Complex capability developments or complex and prolonged transformation efforts [GAO 2006] are seldom accomplished through single projects. For the manager who is managing a portfolio of such projects or initiatives [EPMC 2009], the task of orchestrating the deliverables of each project in synchronization with the needs of other projects is tricky and challenging.
