While the U.S. Department of Defense started its EA efforts because of interoperability and architecture comparability issues, the EA guidance for federal agencies as a whole is driven by reporting requirements from the Office of Management and Budget (OMB). The OMB is responsible for oversight and management of the budget, approval of capital investments and expenditures, and other duties to ensure that government monies are spent responsibly and effectively.
