National Governments Should:
1. Promote change in social and economic structures to make full equality of women and their free access to all types of development. without discrimination of any kind and to all types of education and employment.
2. Take appropriate action to implement targets and priorities set, at all levels, ensuring that they take into account women’s interests and needs, to improve their situation and increase their contribution to the development process.
