Opening the US-China Strategic Economic Dialogue in June 2009, the head of the Chinese delegation, Dai Bingguo, set out the Chinese leadership’s key priorities: ‘China’s core interests are first the maintenance of the basic system and national security, second national sovereignty and territorial integrity, and third the continued stable development of economy and society.’
