This chapter surveys problem areas in Sino-foreign science and engineering research collaboration, especially with regard to the United States. The open and collaborative nature of international scientific research has afforded China opportunities to engage with foreign academics in ways that present challenges and risks to the foreign partner. These challenges and risks include unequal starting points characteristic of a “developing” country in basic science, where China lags, different attitudes toward ownership of scientific discoveries, and unreported or concealed ties to the PRC military.
