Foreword

The work in this casebook began as a systemwide review of the  public-involvement activities of a department of the City of Edmonton. The Transportation Services Department employed about 3,000 people working in all aspects of planning, operations, and public consultation for transportation for the city. The goal of the systemwide review was to assess the department’s public-involvement activities from the perspective of the department, after reviewing data from multiple sources.
