Project management of even one leg of one line of light rail transit (LRT) expansion is extremely complex, involving a large stable of outside consultants and city staff, and this expansion, part of a near doubling of the LRT coverage, was no exception (see Figure 4.1). Concomitant with the scale of the project, there was extensive engagement of the public. And there is a wealth of evidence showing the many ways that participant feedback has been incorporated into designs.
