It makes sense that IaaS was the first offering for hosting applications in the cloud as it was a direct replacement for the hardware servers that had been hosting applications. The evolution from IaaS to Platform as a Service (PaaS) was a step that developers recognized quickly. After all, developers had been responsible for adapting their applications to different operating systems from time immemorial, and the ability to deploy applications without worrying about the differences between operating systems was an enormous breakthrough. By hiding the underlying operating system in a PaaS virtual machine and providing general services to replace operating system services, developers could focus on the business logic of their applications.
