Declarative COM+ Security
It is possible to take a bunch of components that are completely bereft of security and package them into a highly secure program. This is what declarative security is all about, configuring security on components and interfaces through the Component Management Console.
Declarative security is performed via the COM+ catalog (using the Component Services Administrator). COM+ security can also be defined programmatically.
