Communication Policy and Technology

Throughout its history, U.S. communication policy has been shaped by evolving communication technologies. As a new communication technology is introduced into society, it is often preceded by an idealized vision, or Blue Sky perspective, of how the technology will positively impact economic opportunities, democratic participation, and social inclusion.
