An Overview
CIVIL ENFORCEMENT DWARFS CRIMINAL ENFORCEMENT, whether in terms of manpower allocated, aggregate damages collected, or number of actions brought. Thus, this may seem a late point to introduce the topic of public enforcement by federal agencies. In truth, both criminal and civil enforcement have the same basic objectives: deterrence, compensation, and prevention (although civil enforcement focuses much more on compensation).
