This book has the words “a systems engineering perspective” in its title. It is the purpose of this chapter to explain the meaning of this phrase. First, we can say that systems engineering is not a part of cost-effectiveness analysis, but the reverse is true, that is, cost-effectiveness is a part of systems engineering.
