Because cyber warfare is relatively new, many people working in this field today have not been trained specifically to deal with cyber crime, and instead are relying on skills they acquired in the fields of security and general computing. Although this is not inherently bad, it means that as cyber conflicts become more prevalent, people who are specifically trained to identify and resolve these conflicts will be required.
