Each day, programmers are busy writing code, and technical administrators—such as network, system, or DB administrator—are busy with their respective jobs. The program and project managers are working with their teams to meet deadlines and keep the team on their feet. None of these personnel can actually check background of a new or existing user, new programmer, or any other new employee who wants access to a software program, system, or smart card.
