Abstract

Decentralization refers to the transfer of authority and responsibility to local communities and educational institutions. Then, they are free to decide for themselves regarding many areas of practice and policy. The majority of nations are testing out or thinking about decentralizing education in some way. Decision-making authority is transferred through the process from central ministries of education to regional governments, local governments, communities, and educational institutions. Yet, the scope of the transfer might range from administrative deconcentration to a considerably wider transfer of financial responsibility to the local or regional level. The degree to which national education systems are decentralized clearly affects inclusive education policy and practice. At all levels of the education system, decentralization can be seen as a crucial variable in context analysis and change management. The chapter intends to identify some developing trends in relation to decentralization in educational and research systems generally, and systems for inclusive education particularly, in order to analyze some of the key challenges.
