Denying the Need for Change
An organization is a coalition of coalitions. In an elementary school, for example, there is a network composed of the student body; the teachers; the staff; the administration; the school board; the city, state, and national governments; the local taxpayers; and many other groups. Each of these may break down into smaller sets of coalitions, or they may temporarily combine with others to pursue a particular set of interests. The entire system is constantly evolving and changing.
