The Tobacco Plain Packaging Bill 2011 Case Study

In this book, we explore how project management is used by government for policy work. Our position is that policy work is multifaceted and inherently complex—a “wicked” problem. Consequently, policy work presents challenges for public service in terms of the capability to manage and deliver policy. But it also highlights gaps in project management practice in the context of policy work within public service.
