8.2. FOCUSING THE EVALUATION

The ideal time to plan an evaluation is when the development initiative is being designed. That way, you can focus the evaluation on stakeholder expectations. It is also important to take into consideration the patterns and the pace of work in the organization. For instance, there may be times (during budget planning, for example) that are not optimal for evaluation activities.

There are several actions you can take to focus your evaluation. The questions listed are intended as guidance; adapt them or add others to fit your situation.
