Chapter 9. Monitoring Performance against the Baseline

An Earned Value Performance Measurement (EVPM) baseline will now be in place for the project. The project’s baseline will be formed by the creation of detailed Control Account Plans (CAPs), a generic form of management control cell. CAPs could best be thought of as a type of subproject. Thus, the sum of the subprojects, or CAPs, adds to the total project baseline.

To be viable, each CAP must have a defined scope of work typically in the form of work tasks, a time frame to start and finish each task, and an authorization for the required resources—that is, an approved budget.
