Missing in Action
Every generation is confronted with a major issue. The response to that major issue often shapes how it is remembered by future generations. In the 1960s, the issue was political independence. In the 1980s, HIV/AIDS emerged as one formidable issue. After many false starts, Africa is now making headway in curbing this pandemic.
Uganda is heralded as a pioneer in the response to the HIV pandemic. Threatened with this public health dilemma starting in the 1980s, Uganda’s leadership realized that it needed to fight.
